Wash, peel and mash the mangoes until smooth and place them in a deep bowl. A blender is better if available. Set it aside.
Pour 2 1/2 cups of water into a casserole and bring it to a boil.
While waiting for the water to boil, mix the cornstarch and 1 cup of water in a mixing bowl.
When the water in the casserole is boiling, adjust the heat to low, add the sugar, and the condensed milk and evaporated milk. Mix well.
Add the mangoes and the cornstarch mixture. Simmer it over low heat for 5 minutes. Remove it from the heat after 5 minutes. Let it cool.
Prepare your ice candy wrapper, funnel, and a ladle.
NOTE: Make sure that the mixture is cool or the plastic wrappers will burst.Ladle the mango mixture into the cellophane using a funnel, leaving at least 2 inches for sealing. Twist the cellophane to seal the mixture and knot tightly. Repeat the same procedure until all are wrapped.
Freeze ice candy overnight. Serve cold and enjoy eating.
