Preparation:

  1. Prepare the fish. If bought whole, clean them and slice them into serving sizes.

  2. Add salt to the fish, rub it on them, and let it sit for 10 to 20 minutes.

  3. Peel the garlic and chop it, then peel and slice the onion into a ring shape.

Cooking:

  1. In a pan or skillet, heat cooking oil. Then put the fish steak in and fry it for 3 minutes per side, or until it turns golden brown. Take them out of the heat and set them aside.

  2. On another pan, heat 3 tablespoons of cooking oil, and once heated, saute the garlic until aromatic and light brown in color. Then add half of the ring onion slices and saute together until soft.

  3. Add the soy sauce, stir, and add the lemon juice or calamansi juice, then bring to a gentle boil.

  4. Pour the water and bring to a boil, then add the sugar, stir, and add ground black pepper to taste. Stir.

  5. Add the fried fish to the boiling liquid, cover, and cook on medium heat for 3 minutes.

  6. Flip the fish over and add the remaining ring onion slices. Cover again and simmer for another 3 minutes, or until the sauce has slightly reduced and turned a bit caramelized.

  7. Transfer to a serving dish. Serve hot with a plate of steaming rice.
