In a bowl, combine egg white, soy sauce, rice cooking wine, white pepper powder and cornstarch. Marinate the chicken meat. The marinade should be slightly wet as it'll help the dry batter stick to the chicken.
In a separate bowl, mix flour and cornstarch. This will serve as the dry batter.
Evenly coat your chicken wings and drummettes in the dry batter. Shake off any excess.
In a pan, preheat cooking oil and deep fry your chicken at 375°F for 8 to 10 minutes. Once done, remove and set aside.
In another pan, preheat cooking oil and stir-fry minced garlic, finely chopped red chili and spring onions until slightly brown. Optionally add some butter for some extra depth of flavor.
Add the fried chicken and season it with salt and black pepper powder. Toss to mix it well.
Transfer to a serving plate and enjoy eating!
