Clean the chicken wings, remove the tips, and split them. Wash and pat the wings dry with a paper towel.
Meanwhile, preheat the oven to 400°F.
Season the wings with salt and ground black pepper, then add flour and baking powder and toss them until combined.
Arrange the chicken wings in a single layer on the baking pan lined with foil and place parchment paper.
Bake the wings for 15 minutes in a preheated oven, flip them over, and bake for another 15 minutes.
Meanwhile, combine the sauce ingredients. Butter, parmesan cheese, salt, garlic powder, ground black pepper, hot sauce, and parsley in a mixing bowl.
