  1. Mash the tuna in a bowl.

  2. Grind the garlic, onion, long green chili and carrot using a food processor or you can chop them manually using a knife.

  3. Add the ground ingredients to the mashed tuna in a bowl.

  4. Cut the spring onion into very small pieces and add them to the mixture.

  5. Add baking powder, all-purpose flour, chili powder, ground black pepper, salt, sugar, and water. Mix well to combine. Optional: Refrigerate mixture until it is firm and sticky.

  6. Get a scoop of tablespoon and form it into a fish ball.

  7. Heat enough cooking oil in a pan and fry the tuna fish balls until they turn golden brown.

  8. Use a strainer or table napkin to remove excess oil, then serve.

  9. Served with a dipping sauce.
