Cut the pork meat into serving pieces, preferably into 2-inch cubes.
Peel the garlic and mince, then peel and chop the onion.
Cooking:
Heat the oil in a large skillet over medium heat. Add the onion and saute until softened, then add the garlic and saute until light brown and fragrant.
Add the pork and cook for about 5 minutes, or until lightly browned.
As the meat is evenly browned, add the atsuete powder and continue to cook, turning often.
Add the vinegar and cook uncovered for 3 minutes without stirring the liquid.
Add soy sauce, mix until combined, and cook for 2 minutes.
Add water, peppercorns, and dried bay leaves. Bring the liquid to a boil.
