Pour 1 small canned sardine into a mixing bowl. Note: Drain sardine sauce if you wish a dry outcome mixture. For this recipe, I included the sauce because I love the taste of the canned sardine brand.
Mash the sardine then add the minced garlic, onion, carrot, red bell pepper, green onion leaves, and mix well.
Add fish sauce, ground pepper, salt, all-purpose flour, and egg. Mix well until all is combined.
Scoop about a tablespoon of the mixture and wrap it with the lumpia wrapper. Apply water to seal the wrapper. Repeat the process until all the mixture is consumed.
Heat enough cooking oil in a pan. Deep fry the lumpia, flipping occasionally until it turns golden brown.
Remove from the pan, use a strainer or table napkin to drain excess oil, then serve.
