Prepare the beef meat and slice it into ¼ inch thick slices and thinly slice the pork fat.
In a pan, heat the cooking oil and fry the sliced potatoes. Set aside.
In the same pan, fry the meat until it turns golden brown. Remove from the heat.Transfer it to a cooking pot.
Add the chopped tomato, sliced onion, soy sauce, bay leaves, and pepper powder.
Pour 1 cup of warm water into a cooking pot over the meat. Bring it to a boil over low to medium heat until the meat is tender.
Add the pan-fried potato that was previously set aside.Taste and adjust accordingly.
Turn off the heat. Transfer it into a serving bowl.
