Clean and wash the fish, then drain and place it in a container with salt to taste.
Prepare all of the ingredients, including peeling and slicing the vegetables.
In a pan, heat the cooking oil, then gently add the fish to fry. When it is cooked, take it out of the pan, drain excess oil, and set it aside.
In a separate pan, sauté ginger, onion, garlic, carrot, and bell pepper.
Add vinegar, sugar, and tomato sauce. Simmer for 2 minutes.
Add a little water and season with salt. Cook for 2 minutes or until the sauce thickens.
Place the fried fish and toss with the sauce before serving.
